I find the best measurements are achived with a Graduated Cylinder, especially for VG. It's hard to measure with a dropper or pipette because it is so thick. 1 drop of VG is more than 1 drop of PG.

I believe Skorne would like to know if he drips 3 drops of 18mg/ml ejuice and vapes it gone, does that equal the same amount of nicotine as 1 full flavor cigarette?

I could be wrong but that is what I am thinking he is trying to get at.

I wish I could answer the question, I vape more than I ever smoked... not sure if that is because i am not getting the nic that I did while smoking or the fact an 18650 has never burned my fingers letting me know to light another one or go back to work.

Not sure how much nicotine a person gets when vaping and how the body uptakes the nicotine from the vapor. From a little research analogs deliver between 0.1mg and 1mg per death stick.
